The reason is simple – to prevent sharing of payware content. N3V has a good DRM system in place to prevent sharing of payware content with others on their ‘birthday’.
If someone decides to share via cdp with another user, it’ll still install successfully but it won’t be activated (instead it will show up as modified, payware (in active) until that user purchases that specific DLC and thus, will become active after installing the DLC file.
It was tried with Centrella Sub through the Trainz group NARM to see how it’ll go. Unfortunately, as expected, once someone buys it, it was shared around with Google Drive and because selling through 3rd party doesn’t provide any payware protection, it can be shared around easily that there is no way stopping it.
After that trial, it was decided that all of our content will be N3V exclusively released for a foreseeable future until a protection system for 3rd party content is developed.

Becoming a DLC Beta Tester
With the release of N3V’s new DLC system, DLCs can be now enter beta testing at a much faster rate than ever before. Instead of having to now wait for N3V to package the content up, the creators of the package can now create their own packages and beta test as much as the creator wishes.
*Each beta testing round lasts for 14 days. After the issues has been resolved, there will be another beta testing round for another 14 days.
**Once a DLC is released, there won’t be anymore future testing happening to the DLC unless an update is required.
